display_windows (level)

     Usage: Used with create_tiled_windows to create tiled windows.
            See manual for details.

            |WARNING: Hazardous to your program if incorrectly used. |
            +--------------------------------------------------------+

Parameters: Level .int. is 0 to create new windows and 1 to display
            the windows.  create_tiled_windows can only be called
            after calling display_windows(0) and before
            display_windows(1).

   Returns: Nothing
