     ANNOUNCE is a declaration statement that defines a module identifier.
     This identifier may later be used to satisfy pending module REQUEST
     statements.  ANNOUNCE and REQUEST provide a mechanism for managing
     transient routines such as INIT and EXIT PROCEDUREs.
