Get the low of a date
------------------------------------------------------------------------------
Syntax:

     dfYearLo( [<dDate>] ) --> nHi

Parameters:

     <dDate>    The date to manage. DEFAULT DATE()

Returns:

     <nHi>       The low part of a date

Description:

     Get the low part of a date

Example:

     dfYearLo( CTOD("01/01/1996") ) // Return 96
