int pascal WinEraseEOP(HWND hWnd, int row, int col, WORD attr)

  This function will erase a window starting from the specified row
and column until the lower-right corner of the window. Clipping will
be performed.

Parameters
  hWnd is the handle of the window that we will write to.
  row and col are the 0-based coordinates relative to the upper-left
   corner of the client area of the window where the erasing will begin.
  attr specifies the color attributes of the blanks which will be written.

Returns
  Nothing.
