        By default, NGX will not pop up over a program (or DOS) unless it
        signals that it is idle (or otherwise not in a critical state).
        This is the safe way to deal with TSRs. Several programs (typically
        smaller programs) are in effect idle when waiting for the user to
        press a key, but don't signal so.

        Specifying
           SafePop = disabled
        in the INI file makes it possible to pop NGX over such programs. If
        you choose to use this option, make sure you pop up NGX only when a
        keystroke is expected.


        Tech note: Ignores if Int 16h busy.
