DESCRIPTION
   scctiget returns the current time from DOS in integer form: hours,
   minutes, seconds, and hundredths of a second (fraction).

EXAMPLE
   #include <stdio.h>
   #include <softc.h>
   #include <sc_clock.h>

   void main()
   {
     int hours, minutes, seconds, fraction;

     scctiget(&hours, &minutes, &seconds,&fraction);
