DESCRIPTION
   scddrget will read the data record specified by recno from the data
   file associated with handle into the user specified buffer.

NOTES
   SC_DELREC will be returned in the record just read is marked as
   inactive.

RETURN VALUES
   SC_DELREC    inactive record read
   SC_SUCCESS   data record read successfully
   SC_RDFAIL    file read failure
   SC_SKFAIL    file pointer reposition failed
   SC_BADHNDL   invalid handle number
