Arguments.......wr -  Window Row
                wc -  Window Column

Returns.........ERR_NUL  -  No Error
                ERR_ARG  -  Argument Failure
                   TcxlErr contains:
                   W_NOACTIVE  -  No Active Window

Notes...........Sets cursor coordinates within the active window.  If
                cursor coordinates are out of the window, wpgotoxy() will
                try to wrap them around to fit in the window.
