 Purpose:
 Get the total static variables space.

 Syntax:
 nuValue = BLISTCTOT()

 Parameters:
 None.

 Returns:
 Total static variables space in Kb.

 Description:
 This function returns the total number of Kb of memory the program may
 use for static variables in a CA-Clipper 5.x DOS extended or Windows
 program.

 Example:
 // Get the total static variables space                                     
 //                                                                          
 ? "This program may create up to", BLISTCTOT()                              
 ?? " Kb of CA-Clipper static variables"
