next_char ([num_chars])

     Usage: Moves the cursor forward one or more characters.  This
            function crosses line boundaries. Tabs act like single
            characters.

Parameters: Num_chars .int. tells how many characters to move.

   Returns: 0 if failure (no movement), non-0 if success
