  This function outputs a single character to the specified window.

Parameters
  hWnd is the handle of the window that we will write to.
  row and col are the 0-based coordinates relative to the upper-left
   corner of the client area of the window where the character will be
   written.
  c is the character to write.
  attr specifies the color attributes of the character.
