int pascal WinPutsCenter(HWND hWnd, int row, char *buf, WORD attr)

  This function outputs a string in a specified window at a specified
row, and centers the string between the left and right borders of the
window. Clipping will be performed on the output string.

Parameters
  hWnd is the handle of the window that we will write to.
  row is the 0-based row relative to the upper-left corner of the client
   area of the window where the string will be written.
  buf is a pointer to the null-terminated string to write.
  attr specifies the color attributes of the string.

Returns
  Nothing.
