Syntax: int PXDateEncode(int mo, int da, int yr, DATE *pdate)

Args: mo     - month number
      da     - day of month
      yr     - 2 or 4 digit year
      *pdate - on success:  converted date

Returns: PXSUCCESS (0) or error number

Synopsis: Returns (via pdate) a Paradox format date from mo, da, yr.
   This is basically a julian date. Error checking is provided and
   accounts for leap years. If yr is 0 to 99 it is assumed to be century
   19.
