Adjusts the length of a string.

Arguments.......s  -  Input String
                n  -  New Length

Returns.........Address of the modified string.

Notes...........Adjusts the length of a string, either by truncation or
                padding with spaces.  Make sure the string is large enough
                to hold the entire buffer if it is expanded!
